"Mother, I love you but that is by far the crappiest answer I have ever received. Today in first hour, I found a small bottle of JACK ** DANIELS WHISKEY in my backpack. A backpack my stepmom had given me. I tell my friends and we are all incredibly terrified. I can get suspended for having an EMPTY bottle. Let alone a full one. So when I called her a couple minutes ago to ask if she knew anything about it, she answered me the following "Oh, it's probably just play. Ya know, a small bottle filled with water.". I didn't dare retort that it was colored, and smelled, like REAL whiskey. I am really mad and need some reassuring. Help me."
So, yeah whats your input? seems kinda fucked up.

If, despite trying to talk to her mother very seriously/multiple times she still doesn't seem like she cares, there isn't much she can do.

If she's still at school (which I doubt), she should:
1. Hide it, pretend nothing even happened.
2. Actually turn it in, saying someone unknown placed it in her bag.
If talking to her stepmom doesn't work, I would advise her to check her bookbag every day before she leaves.

If your friend isn't being taken seriously when trying to talk about it, I'd say check the bag every day before going to school, and keep it in sight afterwards to make sure nothing "funny" makes it in.
