bought it for cheap
so it being cheap quality wasn't a surprise
the laptop gets pretty hot after a couple of hours (not running games)
stopped working yesterday morning
pushing powerbutton doesnt turn it on
so it's obviously a hardware problem
it sounds pretty serious
but haven't opened it

Latitudes aren't the most reliable laptops...
Chances are the current isn't going through or something, most Dell hardware problems have to do with broken wires/connections so the only way would be to solder it/repairs or buy a new one.
Also the fact that your laptop gets hot isn't a good sign. Either your fan is bad, or the laptop isn't made for that kind of stuff, considering it's a Latitude.

Let the laptop sit without power or battery - hopefully it just have overheated and needs to rest.
I don't know how much of a PC geek you are, but you can try this:
- Open the laptop and take out the hard drive
- Take the laptop hard drive and slave it to another PC or external bay
- Get access to your data
