I honestly don't care if what she's doing is creepy (which it isn't), it's her face that's unsettling me. Not entirely sure why either.

Well, dolls creep many people out because they aren't living, but are made to appear human, some of which even animated or vocalize to further the illusion. There are many stories about dolls "coming to life" and when coupled with the blank stare all dolls seem to have, they can seem creepy.
In this case, there is a living girl who is trying to look like an artificial human. That is rather weird to me, but I wouldn't say I'm horrified by it, certainly no more than I am by people putting other custom contacts in their eyes to look like monsters.

I think she looks adorable.
Reminds me of my friend who wore sweet lolita to school today and does so very often, though with less makeup.
Again, as her mom pointed out, better that she wants to dress up like a doll then get wasted/pregnant/whatever.

GIRLY THOUGHTS ASIDE...
Living in a first world country, you see, people get bored because they have it so nice and decide that they need to create some kind of controversy or problem over nothing to make things more interesting.
I'm just joking around btw, but yea I don't really see a problem or why people are making such a huge deal over it either D:
I might not like the look overall, just personally, but I'm not going to condemn someone for dressing in a way that I don't find appealing.

1: Dressing like a doll because that's pretty to you has nothing to do with appearing sexy. This is not about any abstract threat of "sexualisation of children" - which kind of ignores the fact that children can't be sexualised because they already are sexual beings. Particularly when they aren't children anymore but adolescents, though I have come to understand it's something hard to grasp for people with an Anglo-American cultural background. I mean hello, reality check? She's 15. She's not far away from being an adult in both the legal and biological sense.
2: This is not about being anxious about your general looks and thinking you're butt ugly or whatever, it's about playing dress-up.
She's playing dress-up. Dressing up as a doll each day is as harmful to your health as dressing up as a battlemage, princess, or policeman each day.
