I'm running the game in a crappy laptop, 256MB graphic card, 2GB RAM (I think) and the game is already screen-jumpy in the start. Is there any ways I can reduce the settings of the game to improve techincal performance, maybe lowering graphic quality?

Best Way is getting new one but... anyways, my simple suggestion is try to empty some space, get bigger GB and faster internet connection.

You shouldn't really have bad performance with those specs. Search for your graphics card's drivers and update them, since they can affect performance if they're not updated regularly.
Also, try Halfslashed's lag guide.
And a non-legit way of reducing lag is modding the game to have less graphic-heavy scenery D:

Well switching off some of the effects does help. I had to set my resolution down to the lowest setting during the dragon event :/
Switching of the shading, water effect etc. would improve performance on lower end PC's

Do what Kyle suggested. Half's guide should reduce lag and choppy-ness, update drivers and (and modding your bitmap font)
Also reducing Graphic Settings will definately help, I turn mine down to minimum sometimes when its really buzy

PFFT, I wish I could have your specs on this laptop.
This laptop only has 1GB of ram and shared memory of up to 308GB.
The fixes have already been stated, but you should try to find a GPU configuration setting in your control panel and adjust it for performance.
