At the very least, to introduce us to many different groups of people and show us that they're just like us living their own lives, and then show how those situations play out during the bombing. WEll, again it's only a part of a movie, and there is a bit of playtime before the bombing scene. I don't know what it exaclty depicts because I've only watched parts of the movie so far, but I ahve come to understand that it primarily focuses on the family of the boy.
Also, this is more like a personal reprocessing of what happened, written by a Japanese primarily for the Japanese market, so showing that "they" are just like "us" logically wans't a main point of the film. It's much like Grave of the Fireflies in that regards.

If the people really did appear that ghoulish, then it's my bad for not knowing. All the pictures and stories I've ever witnessed had it seem like flash-burns, heating up everyone's skin then leaving, which did have pictures of skin peeling off but it never seemed to droop out of proportion or anything. Everyone walking in a group like that was also a bit odd; the pictures I'd seen had people more spread out with looks of horror that couldn't be properly expressed and lots of them appeared perfectly human in appearance, just with lots of clothes gone or damaged. It was more of a panic.
I should probably take into account that the artist toned down things a lot. Surprisingly he really was a survivor, which I wouldn't have guessed without looking it up.

Some of it might be artistic freedom again. I can't really know without asking a survivor of a nculear blast. I really don't know just how realistic that particular feature of the burns is. I just looked up "skin hanging off burn" on Google, and a story about an explosion in a sawmill seems to mention hanging and even dripping off skin too, but that was probably the fat.
Yes, the group behaviour was certainly strange. I guess it fits into the storytelling style though, focusing on the boy's impression. I can only speculate, but it makes sense.

Every media has a director. This means that there is no way to see something in media exactly the way it was (unless of course it is a recorded video of the said subject). Movies, television shows, animations, and drawings cannot be true because they're works of art and art is allegory; no individual can see art exactly the same or even communication. Saying that "they look like zombies...walking together is unrealistic" is like saying that the Mona Lisa doesn't smile because you don't see it smiling. The animator/author of this animation saw this event like that (i.e. zombie-esque beings walking around; which by extension he was probably trying to convey fear towards the audience).
tl;dr Don't say that your view (or a friggen textbook for that matter) is the correct way and this animation is inaccurate. It's not like you were actually there to see it. I'm sure that photographers themselves have seen much more gruesome deformities but was unable to take pictures to show.

It's a nice animation but it doesn't in any way shape or form catch the feel of the actual blast. At least, that's how I feel. I studied and read about radioactivity, radioactive burns, atomic bombs, the effects such material can have on the body and etc. So I must say this is an extremely toned down and unrealistic version.
The zombies shown walking in their group was very unrealistic in the sense that survivors in an area that close to the blast, probably wouldn't be able to move not to mention being in too much pain to even move at all unless their nerve centers died but even then with the injuries I doubt they would be walking. (Especially with their eyeballs missing/hanging out) The only time a pack mentality would from with survivors is if they were in/close to the same condition as the boy and mother and seeking help from the next city over...but I would want to include death from the fallout and later complications.

This reminds me of the hundreds (or probably thousands) of people online who were saying japan deserved the tsunami back in 2011 as "revenge" for pearl harbor.

Oh man, besides that, there were tons of people outside the US saying it was karma for whale-hunting. I still have saved all those images. Ignorance can come from any country it seems (including myself, I had no idea so many people were outraged by whale-hunting).

Hunting whales of that species was outlawed however every year you're permitted to kill a certain number for scientific research to see how the species as a whole is doing.
People like the 'sea shepherds' are just considered terrorists. OP blue-fin or whatever about the Tuna got them in tons of legal trouble. The current season is about them protesting LEGAL killing of whales by deterring people from killing them....it's a food source so its no different then us killing cows and chickens for food.
All in all 'anti-whaling' is not only a conservation of species, but more or less 80% of the hype is hippie bull crap.
@:Osayidan I remember a joke that I believe Gilbert Gottfried made: Japan is really advanced. They don't go to the beach. The beach comes to them.
