and it brings up the typical ctrl+alt+del menu with task manager, log off, change password, switch user, ect.

if even in safe mode it's being weird on your own user account then my guess is either a corrupted or other profile problem, or a virus that's active in your profile. I've seen the virus one fairly often where it totally ruins one profile but log in with another one and it's fine (though the virus is still there).
Try a full virus scan while in another profile (make sure to update your AV before the scan).
If nothing turns up then try to just make yourself a new profile (new account) and copy your stuff over to it, you can find it in "C:\Users\your_old_profile"
If the problem happens again on another profile then it might confirm that it's a virus, so consider reinstalling windows or spending the time to try and clean it.
