Ok, I guess no one actually knows about how to solve this but good news! I solved it. If someone else is having this same problem what I found useful was this:
1) I was using the softether VPN client which you can download here
http://www.packetix.net/en/secure/install/ all you need to do is to look the version that suits your operating system where it says "Download the PacketiX VPN Client 2.0 installation file". The problem here is that I was connecting to public.softether.com which I think doesn't work anymore. The way I solved this was by downloading this VPN connection setting from this site (which is from the same company but in japanese)
http://www.mobilefree.jp/jp/download/ The VPN setting is at the bottom where it says "接続è¨å®šãƒ•ァイルã®ãƒ€ã‚¦ãƒ³ãƒãƒ¼ãƒ‰ (誤ã£ã¦å‰Šé™¤ã—ãŸå ´åˆã®ã¿)" and the one at the top is the same client I guess. All you need to do to install this setting in the client is to right-click where it says "Virtual Network Adapter Name" and write whatever you want there. I named mine "Mabinogi" the right-click in the white box right above and click on "Import VPN Connecton Setting" and select the mobilefree.jp VPN setting you downloaded before. The last thing you need to do is to double click it and click where it says I accept the terms of service or something like that and it would be online. Just check your IP is from Japan once the VPN client is in use just to verify it. This page could be useful

2) The second thing I did was to change my Standards and Formats setting to Japanese. You can do this by going to Control Panel>Regional and Language Options>Regional Options and where it says "Standars and Formats" select Japanese. I'n not so sure if this step is necessary but I did it anyway.
Note: Before this I installed the language package to use the japanese to write and change the no Unicode setting to japanese. I also set my browser to use japanese. About this I may create a guide or something if there isn't any already.
