A repeat sex offender is set to undergo chemical castration for the first time in South Korea.
The measure, already in place like Germany, Sweden, and some U.S. states, prescribes hormone suppressants to a serial sex offender to suppress his libido by reducing the production of male testosterone.
The Justice Ministry said on Tuesday the criminal, identified only by his surname Park, would be the first South Korean to go through the process. The ministry’s Forensic Psychiatry Deliberation Committee members unanimously adopted the measure after concluding that Mr. Park, who had already been determined a pedophile, is highly likely to prey on children again when he is released at the end of his prison term in July.
According to the ministry, the 44-year-old Park molested and raped four girls age 9 to 10 during the period from 1984 to 2002. He was frequently in and out of prison for the last 20 years. In one case, he kidnapped and repeatedly raped a 9-year-old girl for four days in 1991.
Mr. Park will go through the process in every three months for up to three years. If he doesn’t comply with the measure, he can be sentenced up to seven years in prison or fined up to 70 million won.
The National Assembly passed legislation to mandate chemical castration for sex offenders in 2010 and the law took effect last year. A court can order the measure without the consent of a criminal.
The legislative move came after a series of shocking child sex exploitation incidents. In one of the most high-profile cases, a 7-year-old was brutally raped by Cho Doo-soon in December 2008 in Ansan, a Seoul suburb. The attacker received a 12-year prison term – considered too lenient given that the victim’s internal organs were seriously damaged and she had to undergo several major surgeries.
Most Koreans strongly approve of a harsh measure to prevent such a horrendous crime from happening again.
In a survey conducted by Realmeter, an opinion survey firm based in Seoul, right before the law was passed in 2010, more than 75% of the 700 respondents agreed with a strong measure, be it physical castration (38.3%) or chemical castration (37.3%) against a child molester.
Some experts, however, say that a pedophile can’t change only with a chemical therapy because it is more of a mental issue than a physical one.

Oh yeah, I'm sure removing the sexual urge will totally take care of things. Because kidnapping a girl for four days and making a conscious, long-term plan to rape her over a period of four days was totally all plotted by his penis. Don't get me wrong, I'm glad people are starting to do SOMETHING about atrocious rape crimes, but if you're going this far, just take that extra little step further and remove the damn thing.
You rupture a small child's organs, you can at least lose your own organ (I'd go further than this personally but then a pro-life/anti-death penalty thread might form so this is my limit).

I'm going to have to say they need physical. This is a mental disorder, and most likely having to do a lot with power rather than sexual urges. It also serves as a constant reminder of what they've done, every time they need to go pee, guess what they'll notice. Best thing I can say is that the punishment at least fits the crime, which is how the idea of justice is supposed to function.

Mental issue or not, trying to remedy the physical aspect of it will indeed help. Not to mention that the punishment itself is well deserved for mentally scarring those innocent children.
Edit: Woopsie. I assumed the "chemical" part was literal.
Honestly, this isn't punishment at all. Punishment would be pouring acid on the guy's woohoo and making sure he was unable to physically rape someone ever again.
I am disappoint.

I also thought the "chemical" part meant burning it off with acid, which would have been much more suitable.
Melt it off and then give him a straw for when he needs to pee.
