Well I see true iron sights on so at least some are from New Vegas.

Most of them are from FO3. There might be 1 from NV, but I'm about 99% sure they're all from FO3.

Why would you ever not use V.A.T.S.? Also, the Fallout 3 I played did not have true iron sights (which is why I just always used V.A.T.S.)

I personally use V.A.T.S. all the time, but I'm sure there are some people out there who feel like it makes the game too easy or something. And the regular version of FO3 didn't, but there are mods to add it in, which is what the person did.

Naaw man, I took every single V.A.T.S. related perk, and when I got Grim Reaper Sprint man, that shit was dope. I literally never had to take a shot outside of V.A.T.S. after that. And mods, huh, I played on PS3, so that wasn't happening.

Haha, I was the same way! I love V.A.T.S.! So much fun!
And ah, yeah that's why. There are tons of mods out for the PC version that can literally change the whole game.

Because you can't always use it, at least not in New Vegas. Things get messy sometimes and even if you spec for it and have excellent weapons, there won't always be enough points. And sometimes, there are weird situations where it isn't viable. If something's really close to you, it could miss completely. If something is moving, it only shows the % of hitting in that still frame. By the time you start shooting, it'll often change and you may even have a 0% chance of hitting in some cases. There's even times where something is really tough and you can't take it down in one go. So what do you do in the meantime? Wait for it to go back up while running around? Stuff like that.
Iron sights wouldn't help much, really. I mean, there's still a crosshair and all that.

I only liked VATS for when you're in a small space and surrounded on every side, then it's actually fun.
But for 1 on 1 or playing as a sneak/sniper VATS either made it too boring or didn't even work (can hit things many times farther away without VATS when using a sniper).

I never used VATS, it's fucking lame. Makes the game too easy and boring.
There's mods to disable it too, but that's just for people that can't resist pressing V.
