If its not up on the website, then its still down. The wiki has a tendency to be incorrect/vandalized.
Best thing you can try is running the game client from your Mabi folder. It'll tell you if its in maintenance or not.

Often enough, when there's a maintenance or update going on, the servers themselves will say online, but the game and login server will have what's actually going on. In this case, the game's still down.
