I always thought the money went to the organisation and that it was practically honorary work. I mean isn't that the main point of Scouts oganisations?

Since there seems to be some confusion, a little FYI...
For every box of Girl Scout cookies, a certain percentage of the sale goes to the council, another goes to the bakery, and the remainder goes to the troop's funds. It's basically a fund raiser for the troop, and the girls volunteer their time to help reduce costs of future Girl Scout events. It is not required that they participate and many don't.
A lot of sales are made by taking orders from customers, collecting money, and then delivering the cookies later. However, for booths selling cookies, those cookies were are already purchased with personal funds. If the troop leader buys 50 boxes and is only able to sell 30 of them, then they essentially paid for 20 boxes of cookies.
In other words, it is their money (reimbursement for personal money already spent), as the funding distribution was already in play from when the boxes were ordered (by the troop leader). If however they are able to sell all 50 boxes, then they (personally) break even. Either way, the troop already has funds from 50 boxes coming to it.
tl/dr;
Those girls stole money from whoever purchased the Girl Scout cookies being resold at the booth.

If it's one thing that ticks me off is thieves. No matter how petty the crime is. If you shake off an incident like this, what's to stop them from moving up the crime ladder.
Better to put a stop to it at it's root. But, ghetto trash will always be ghetto trash I suppose. Hopefully, these girls get hit hard with karma in the end.
