It all comes down to luck I think, when it comes to how many points you get. You can try crafting the items that don't have white colored names (I forget the color, red?), and try farming the items yourself if the price is too much.

I would say once you reach Tailoring level 25/26 - you can begin crafting either Scarlet Witch Wristlet or Scarlet Witch Shoes.
Both are at the same level - so ... it's just a matter of which materials you feel are easier to get.
Probably the Wristlet - since Remnants are uncommon.
