If you're talking about real cameras here, $200 won't even buy you a good lens. :P Photography is a very expensive hobby if you want to get into it seriously.
The closest thing I can think of is the now dated Olympus E-PL1:

I'm pretty sure you can find them on sale for less elsewhere, 'cause it's an old model and all. But it'll still give you better customization, manual control and a larger sensor (as in surface area, not useless megapixel count) than cheap compact type camera.
