Yes, it will rebind upon being traded.
The transaction limit is the "Unbind count" on the item, which is 3 by default. Each unbind lowers the number by one until it hits 0, at which point it can no longer be unbound.
The bind level shows the number of unbind pots you need to unbind the item. A bind level of 6 indicates you need to use 6 unbind pots to make it tradeable.
An item becomes bound if.
1. It is fused to another item
2. It reaches +9 or above enhancement
3. It has a r9 or higher enchant on it
If you unbind an item, then do something that would bind it, it becomes rebinded (rebound? I don't know) to you.

Aww man. I guess I can't buy the staff I want then. D: My Supply Depot doesn't even work, so I won't be able to unbind it.
