  and both are almost the same
  but ballooning demands too much atention and requires much more money
  (a thunder wand goes out of dura when a fire wand does it 3 times)
  (to increase ballooning speed you need to buy wings)
  (boats are free -10 woods- balloons are not)

  I'm saying it's quicker. I know it's not cheaper, but I'm certain that everyone wants to get Level 25 Exploration quicker rather than Level 25 saving the most money.
  
  Also now since Hot Spring Tickets are sold by healers, you can quickly reach Wyvern areas even faster, or use the Hot Springs Mana Tunnel during the day. The Hot Springs Ticket are fairly expensive (5000g) so not many people may want to spend that much. Of course you can just fly there with a mount but if you want to quickly finish Exploration then using the ticket will save you a good minute or two.

  I don't know about others but 8400 EXP in 4 minutes is much quicker than Rafting.
