1) I'm having some trouble deciding what order to rank Magnum, Headshot, Hunter's Eye, Arrow Storm, and Eagle Eye Assault. I listed them in AP order, and the last two take a shit ton of AP for someone who doesn't play all the time. So suggestions would be nice.
2) Does anyone else's target thing for Arrow Storm ever take a bit to show up? For some reason it hardly ever shows up as soon as I hit the button for it, but I dunno if it's just me or if it's a problem for others.

For once, I'm not knowledgeable about a character's skill rank ups, because I haven't played/researched Kai enough sorry D:.

Eagle Eye Assault - Need rA for Kai's high single target damage
Magnum Shot - It's SP usage is lowered in 24 man raids, making it the most effective usage of SP in those runs.
Arrow Storm - It has good damage and you'll need to cycle your smashes due to cooldowns
Prey Dive - Good damage when the boss is stunned, so might as well. Quite a few bosses can be Prey Dived, so it's not a bad choice.
Headshot/Hunter's Eye - I'm not a fan of the longbow for combat. Just get these whenever, it's usually too much of a pain to intentionally aim for the parts. They both activate off of Eagle Eye and Ricochet Though, so they have some use.
For Eagle Eye's delay, if you're inputting it properly it should just ping up as you drag over the boss. If you're trying to hit a single target more than once, you don't have the skill ranks yet. There's a bit of delay between pings, but that's there to prevent Kai from just instantly firing a full 7 arrows.
Fiddle around with your aim a bit as well, as you can't target one part multiple times.

I'm glad to see I'm not the only one who isn't too fond of longbows. I felt like I'd be scoffed at for not really seeing too much of a need for Headshot and Hunter's Eye. That was my main problem with deciding what to rank.

I'm probably half incorrect, my Kai is only Lv. 47 right now so there's that issue. That previous post was a bit brief actually. I was doing it in middle of an Elchulus run. D:
Longbow got nerfed after I believe Hunter's Eye was able to stunlock a boss. Right now I get more annoyed as the staggering tends to interupt the boss AI and makes it somewhat hard to predict. It's a good skill, but it relies on both aim and luck. I suppose I feel like Hunter's Eye is probably higher priority than Headshot since you can activate it with Eagle Eye Assault and there are situations where an on demand stagger could save you.
There are also some extremely specific situations where using the gasping shot glitch would allow for more DPS, but those are far and few in between, so the longbow skills sort of fall under the gimmicky skills (like Eagle Talon, Rose Thorn, etc.)
Anyways, I suppose Magnum and Arrow Storm can be interchanged depending on what you run more. Arrow Storm is great for trash mob clearing when there are over 6 enemies (if there are less, Ricochet Shot is a better choice). Magnum does offer more ranged burst if you need it, as bow change into Magnum into bow change is pretty decent.
Really though, you should be able to keep a constantly high SP bar with Kai, so spammability isn't as big of an issue. Most Kais will actually have to just fire off a Ricochet Shot as SP gain will outpace his cooldowns.
Prey Dive is a great skill, but it falls into this weird state. Later raids don't get stunned enough to get more than 1 or 2 Prey Dives off, early bosses you can't Prey Dive. So it's gimmicky.

My personal priority list is Eagle Eye Assault, Arrow Storm, Magnum, Hunter's Eye, Headshot.
The average Kai is more likely to use Arrow Storm over Magnum because he'll be more likely to be in shortbow mode than longbow. At lower levels I was able to do top damage despite having lower attack than other Kais, because they'd all switch to their longbows and go for a Magnum, whereas I would stick to my shortbow, spam away and Storm the boss.
Headshot and Hunter's Eye are good utilities, but you are unlikely to specifically utilize them. As said before, you are most likely to be in shortbow; more often than not the only real reason to be in longbow (for me personally) is if I'm aiming at a break off. Hunter's Eye will trigger from anything that requires you to manually aim (so longbow normal, Ricochet, Magnum, and Eagle Eye), and Eagle's Eye can be aimed specifically at a HE spot (if you haven't already used all 7 pings). Hunter's Eye is more useful than Headshot overall, as Headshot will only deal extra damage to the head area, whereas Hunter's Eye will appear almost anywhere on the body (which can sometimes be rather frustrating), and it flinches the boss.
The thing where the circle for Arrow Storm doesn't show up is usually a weird client lag. You won't be able to see where it's aiming but in theory it should be aiming where it normally aims (limited range in front of Kai) so just throw it and it'll most likely hit.
Prey Drive is a strange one. It will without doubt be very useful for extra damage in bosses, but the thing is that it'll be almost entirely useless after Colru (Dragons not knockdown-able, Keaghan being too small). Be aware that using Prey Drive will end a boss's knockdown period though, so try to use it during the latter half of a knockdown period and not jump on it immediately, although that runs the risk of a less informed Kai jumping the gun and getting the Prey Drive.
Make sure not to forget Combat Mastery, Smash Mastery and Critical Hit. Get them to rank A at least, in conjunction with other skills. Save up AP from battles so that you can raise Dodge Grapple and Eagle Eye as fast as possible (on the level where you get to raise it, usually).
All that being said, I'm probably not entirely correct. This is entirely my opinion, from bumrushing my Kai to 60 in order to do raids (admittedly through story rather than through Hidden spam, so I have had some opportunity to explore the little kinks), and I have undoubtedly not truly explored the character.

Yeah, I can usually hit when the thing doesn't show up, but it's just kind of irksome for it to not show up all the time. I guess it's good to know it isn't just me though.
And thank you for everything else you said, it was all very helpful~ Especially the part about Prey Drive ending a boss's knockdown, because I hadn't even realized it did that.

A follow up on the knockdown thing:
Prey Drive can actually extend a knockdown as well. For example with the goblins, how they pretty much fall over for a second and then get right back up, Prey Drive can extend that for like 3~4 seconds. It works both ways, so you'll have to pay attention to what boss you're facing to decide.
