so i'm going to be taking my driver's license test today, but i have a question that's been bugging me. my mom told me a few days back that when i'm about to make a turn, and there's a pedestrian crossing the street, i have to wait for the pedestrian to completely cross the street before turning. even if they walked out of my turning path. is this true? i've never seen anyone wait for people to completely cross to the other side of the street before making a right turn... or left turn.
P.S. i'm in california

If you're doing if for the drivers test, then yes I would wait for them to completely pass through.

In Canada, the rule is, you are allowed to enter the intersection if someone is walking across the street, but you are not allowed to start turning until the person has completed crossing the road. if you are turning left, and the person is walking away from you crossing the street, then you must wait for them to touch the sidewalk. if they are walking towards you crossing the street, you must wait for them to pass the mid point of the road.
hope I helped clear up any confusion you might have had.

He's in California though, so the road rules are probably just slightly different.
Also just to Impress the driving teacher I would let them pass. I remember when I was driving my instructor told me how I had to wait for people. I mean I'm not telling you to do that every time you drive, just do it for the test.

In real life, people would not care.
But this is your driving test, if you have a doubt, you should just wait.

You have to wait. My aunt got a ticket for making a right turn when the pedestrian was halfway across the street and was in no danger of being run over. But it's California, home of the California stop and drivers that need to learn how to use turn signals, so people honestly don't care about these thiings once they have their license.
