That's supposed to be there. It comes with the GPU drivers and only functions as a way to control what they do. If problems are being caused, it's because of the drivers themselves. Get newer drivers or downgrade to old ones if the new ones suck.

How to downgrade? I tried rolling back the drivers but that didn't work. ):

Uh, I think I have the latest one. ATI Radeon HD 4300/4500 Series is my GPU I think.

It is a laptop or a desktop? If it's a desktop, you should uninstall Catalyst from the control panel. It'll then ask you if you want to "express uninstall all ATI/AMD software" or something like that. Select that option, and reboot when it asks you to.
Your resolution will go to crap because you no longer utilize the graphics card properly. You need to re-install the latest CCC package to do that. Grab that from the link RB posted earlier, install and reboot, and you should be fine.
If you're still having problems after this, then look for a previous version. Sometimes AMD will also release a newer "hotfix" version, which fixes some bugs.. but I doubt you'd need it.

A GPU is a graphical processing unit, which is a video card. Well, kind of. Some video cards have more than one, but 99% of them will only have one. Dual GPU cards are extra big and extra expensive because they're basically two video cards built into one.
Anyway yeah, try what Yoorah said and it should fix it.
