Very reliable model compatible with those CPU options, since they're release we haven't had a single one fail at work. It also has plenty of room for upgrades to keep your system running well in the future.
RAM

If you want blu-ray it'll be more costly and probably not worth it unless you plan to watch them on your PC.
Graphic Card
This is where it gets tricky and every gamer out there will try to shove their opinions down your throat. The good news is you can get something fairly cheap now since your only requirement is GW2, and upgrade in the future if you need to.
This is a reasonably priced one that should run GW2 maxed out.

PC Tower/case
This is all up to you, get one that fits everything properly and looks good to you. The motherboard I linked to is ATX size so keep that in mind.
The tower and motherboard combined should include all the cables/screws you need.
You should be able to figure out what you want on your own for keyboard/mouse/monitor. The graphic card I linked to only has 1 DVI output, so you'll need an adapter for HDMI or a monitor that supports HDMI if you want a second one.
For the OS I suggest windows 7 pro 64bit, where and how you get it is up to you.
