Well the event works when you go into the dye shop as usual, click an item as usual, and it'll show the gold cost as 0.
Anyways, dyed my Evie's Temptress set that I just got, got a second full white Blood Silk top/bottom, got white Wonderland Gloves, and got a second pair of black Sharpshooter boots.
I already abused the event the last time it happened on my Fiona. I suppose I'll take pictures of the Evie stuff later.
