Garchomp Getting Unbanned From BW2 OU

Smogon Tour will be featuring a suspect test in the BW2 OU metagame this weekend for Garchomp and Sand Veil. Garchomp will be reintroduced to OU with Rough Skin, while Sand Veil will be banned from every Pokemon that has access to the ability. There will be a ladder set up on Pokemon Showdown! for anyone that wants to experiment and develop the metagame leading up to the Tours. The schedule for the tests are listed below:

Saturday, September 1st 2012 at 4 PM EDT - BW2 Suspect (on Pokemon Showdown!)
Sunday, September 2nd 2012 at 2 PM EDT - BW2 Suspect (on Pokemon Showdown!)

The results of this test will be studied and decided on by the OU council. This thread will serve as a discussion for the development and observation of the metagame. The outcome of the test and this discussion will have an impact on the council's decision.

Sand veil was the ability where garchomp gains 20% evasion in sandstorm
practically every sandstorm team had him, making them Ice beams only 80% accurate
He was also banned for being an unpredictable monster with many good movesets. Even in Ubers he wrecked up the dragons there, being the 2nd fastest dragon there. The fastest if you don't count Arceus-Dragon as a dragon

He's coming back in BW2 with Dream World ability Rough Skin where he will damage the attacker by 1/8 of their health if they hit him with a contact move such as Ice punch

BW2 OU is still new
which is why Keldeo, Meloetta, Genie forms and Genesect are all in OU
Scarf Genesect being a pain in the ass but thank goodness it only has 99 base speed.
Speaking of which, hydreigon should have 99 base speed

that'd be great if they bother to change stats for pokemon
no point in something with like 130 atk but like 30 speed
