It'll increase thermal cycling stress, which has a negative impact on electronics longevity. Whether or not it'll actually do noticeable damage is hard to say. I'd avoid it.

Eh, depends on if you leave it there or not.
When it's already running and up to operating temperature, the only effect it would have is beneficial- improved cooling efficiency, enabling it to achieve higher performance without overheating.
Leaving it there when it is turned off would indeed cause increased thermal stress, although usually the device breaks for other reasons long before the effects of that accumulate to any serious amount of damage.
