Somebody that really doesn't like me has started to use a program to track my IP.
Using a Proxy doesn't work.

Only thing i can think of is TOR. Since you said a proxy doesn't work, I'm not sure if TOR would though, but it is encrypted I believe so maybe.

Unless you go to their website or go somewhere they have some sort of control over, or downloaded something they gave you, it's not likely that they have your IP. Then if they somehow got it, the possibility that they know what to do with it isn't particularly high.

I was talking with her and she said she was visiting this said person's blog which was telling her the current proxy she was using. :U

That's pretty easy to do, there's even some websites that offer you an image you can use in forum signatures that will show you that info.

Or they have you on MSN, or you emailed them at some point, etc. Lots of ways someone could acquire it. Just changing your avatar on MSN forces a direct connection to everyone on your list so that the other people, whether they're talking to you or not, can download it, which is a way to retrieve someone's IP. I mean really a lot of things that involve any sort of connection could cause someone who knows how to look things up on Google to be able to get an IP off of someone without even really interacting with them.

Why not? All the person has to do is look at the logs. If they know when a person accessed it and it's not a super popular website, they can almost certainly work it out even if the person hasn't made a post. If the person has... then it's cake.

Even if she had your IP, it would be a highly illegal pain in the butt to do anything with it. Let's put it that way.

If you're really concerned, I'd check out a VPN. I'm using one right now and I love this thing. I basically use it for everything it'll let me, but it does have a monthly fee and unless you have a specific reason for using it (privacy), it won't be worth the trouble.

Also, maybe I've given people too much credit, but I firmly believe anyone who can Google "how to get someone's IP" or "how to get someone's IP through (program)" will have a pretty easy time doing so.
