Does any one remember when game was in development and people were considering

  and I do have the ability to stick 25% fortify restoration on 4 items = 100% = infinitate warding ...

  First of all, there's a cap on the buffs, I think it's 80% or something. Second, ward spells are underpowered without mods and youvwould waste so much magicka on ward spells, if you wre to try this, your best bet would be to use that daedric shield artifact. It won't be worth it because you're stuck on defense unless you have conjuration or some elemental cloak spell.

  i can enchant items to have 25% on any skill related thing
  
  hood 25% fortify restoration
  necklace 25% fortify restoration
  ring 25% fortify restoration
  robe 25% fortify restoration
  
  =100% restoration is free to cast
  
  Ive already done it with alteration and destruction plus I'm patch 1.7

  Right right, you're using enchanted items. Any who, no, I don't see how it would be worth getting 100 fortify restoration for the sole purpose of using ward spells considering you won't be able to attack if you were to use wards.
