Hmmm... Weird.. Can you tell me if you did all these?
1. Delete the entire Mabinogi folder in C:\Nexon.
2. Re-download the latest version from the official site
3. Install it in a different folder.
If this didn't work, I don't know what to tell you : /

Registry Editor is something you use to edit Windows Registry. It's something you use to configure settings on windows. It's not recommended to fiddle with it, if you don't know what you're doing.

Basically, after uninstalling Mabinogi, click Start in windows, key regedit into the white search field on the bottom there, start it as admin. Delete the folders called "Nexon" in
HKEY_CURRENT_USER/Software
and
HKEY_LOCAL_MACHINE/SOFTWARE
Don't touch anything else. Then reinstall (maybe it works with an older client version too, I downloaded the newest one though).

Right click/run as administrator/delete/reinstall/contact tech support.
