I use it when:

I can build up Blue charges faster than I can properly keep up the other buffs
In 24-man Elchulus since I skip over using the ATT SPD buff in there
When I'm entering Trans. Trans -> Big Bang Cancel -> Gigantic Strength into Big Bang

It's technically worth it to use it for straight up DPS if you have a blue charge.
