Depending on how your ISP works, you might be double NATed, meaning your ISP modem/router is firewalled, and your home router is firewalling the firewall (insert meme here).
I don't know US ISPs so I can't tell you if that's the case, but it happens frequently here. You can usually find a way to undo that but it's pretty technical and instructions vary depending on your ISP and equipment.
If you you actually do have your ISP box and then your own box for router/wifi it might actually be the case, so on your own router check the various settings pages to see if it gives you the ISP configuration, if your router shows a public/WAN IP that is meant to be a local network IP then you're in that situation.

So the option should read TCP/UDP.

Pretty sure it's only TCP, unless it's changed since the last time I set a server.

Have you tried connecting to your server from another computer on your local network? That way you can test if it's accepting network connections. If it works on your local network, then either the ISP is doing the double NATing like Osay said (which would be really fucked up.. I find it hard to believe that they do it O_o), or your router isn't port forwarding properly due to a bug in the firmware. Have you ever got port forwarding working right, in the past? Maybe there's a firmware update available for that router that would fix bugs like these.
... I guess you should also check your Windows Firewall rules (disable it for testing purposes if you are lazy).

Over here Bell ISP loves doing double NAT. It's hell for a lot of our clients. Have to put the ISP's router in bridged mode so it gives a public IP to the client's router. Doing that is a pain though since the options are not accessible just by logging into the device, and if you fuck up you might lock yourself out of it, with no more internet access until Bell fixes it (and Bell is very slow).

Apparently, Mediacom, the ISP I have does double-nat.
My friend said he'd help me get around it when he comes over but idk if will actually hold up that offer.

The IETF hates NAT, it's a shitty solution. IPv6 already, plz.
