I'm having some debate on these skills. Is it true that MS outdamages 3960H and MS+SH > F7?

Moon Splitter does have better DPS than 3690. It's 0.065 on the first hit followed by 0.078 for each following repetition versus 0.077 followed by 0.033 for each repetition (note that these both go insanely fast and hit insanely often, so these two smashes have the best DPS in the game).
The reason you don't see Spear Lanns only use Moon Splitter is that it isn't very mobile. 3690 is the go to move since it allows you to circle the boss to some extent, allowing you to position yourself much better than if you were using Moon Splitter. However in a sandbag scenario, just use Moon Splitter (such as a downed boss).
F7 is a 1.232 total percentile if all 7 hits land (0.176 per hit). SH lasts 19 seconds at maximum rank.
19 seconds of nonstop Moon Splitter (and honestly, 19 seconds of 3690 Hurricane) will outdamage a F7. It also only has effectively an 11 second cooldown at max rank. However you only get super armor (which bosses like Keaghen can interupt still) and you'll have to rely on your Def to carry you during the full 19 seconds. F7 should be used if your Def is not enough to keep you alive for well over 19 seconds, as well as when you need on demand invincibility (F7 lasts for quite a while, making it good for things like Colru's unblockable).

Main reason not to use Moonsplitter is because of the lack of superarmor. That can hurt DPS sometimes.
R6 Moonsplitter>3960 for DPS. Slashing High with Moonsplitter adds at least partial superarmor, but I don't think it's full superarmor. It also makes things go faster. R6 Moonsplitter>F7 DPS from what I've heard, but I think F7 DPS>3960 DPS. Not sure. Either way, I'd recommend Slashing High if it's available and you're not at risk of dying.
F7 will always be the safest option with invincibility, but ideally this will be irrelevant.
And yeah, 3960 has more mobility too which means it's better at chasing things down and avoiding things.

Push for more defense. I don't consider 6.2K to even be a defense set.
Black Hammer top, bottom and hat and Apocryphal gloves and boots are the typical recommended budget build. That's a good starting point.

I do all my Boat 1-4 dailies and some of my Boat 5 ones on Hero. And I do my Boat 5-8 dailies on Hard.
All with 6.8k Def.
You should be fine provided you don't try to do Hard Macha. Especially if it's Spear Lann, you should just rip through low level bosses and mobs before you get hurt.

+5 or +6. You really don't want to spend too much money to go further.
I'd also load up on Healthy if you have the money. 5 of those gives you an extra 650 Def, which is nice.

There is no better budget build than 3 BH / 2 Apo.
The only things that give better stats either are focused in stats like Att (3 Raider's / 2 Apo) or require more Lv. 70 items that are costly (3 Apo / BH). Even crazier are Lv. 70 mixes but again these are even more likely outside your budget range (3 Everlasting / 2 Apo).
Just stick to 3BH/2Apo, you can't afford anything better yet.

Even people who have hundreds of millions of gold stick with it oftentimes. Don't worry about it, you'll have to be paying at least 200-300m+ per piece before enhancing/enchanting of level 70 armor for better combinations.

While we're on the topic of equipment, what about weapons? All I have right now are +8 Toughness Jagurish's Bloodletters and +8 Valor Dreamwalker Twin Swords, which I bought on the marketplace.
