I'm going to try something very specific since it'll be probably hard to find something like this:
I'm looking for a PvP Game where a level 1 can beat the highest level in the game. There may be skills unlockable from level ups, but if the Level 1 is really really good enough, they have a chance winning against somebody who unlocked everything.
I've only gone through very few games like this. In some instances, level/rank means nothing (FPS usually but there are a few others), but how the more rarer ones where level does matter but not as much as no life-ing to learn all the tricks and secrets and shit?

Guild Wars 2's PvP fills in your "A lvl 1 can beat a lvl 80" with WvW (server vs. server vs. server) combat. What happens is, when you enter this PvP mode at lvl 2 (which is a requirement), your stats get boosted to lvl 80, but your array of skills, equipped gear, and attribute trees will remain at your current PvE level. This also includes game mechanics like unlocking weapon switching and skill slots.
Of course, since it's WvW, the advantage usually goes not to who has the best individual skills or stats, but who has the most number of players in their group.
If you're looking for something more controlled with less amounts of people, Guild Wars 2 also offers structured PvP, which is usually 8v8 (5v5 in tournaments). Unlike WvW, everything gameplay and grind related will be automatically given to you right from the moment you step into this PvP mode. Capped level (which is 80), all skills, all attribute points, all lvl 80 gear, and all lvl 80 upgrades are available, for free to use anytime in that mode. The only grind there is glory points, which is used to buy purely cosmetic equipment or materials used to make said equipment. And of course, there is also a ranking system.
There's also the first Guild Wars too. Same "give beginners the same stats and gears as veterans" philosophy.

I was thinking of getting GW2, but I've barely found any 1v1 videos, I prefer 1v1 fights over team, especially since usually the games that are played as Team PvP really suck when it's 1v1 (slow/boring/etc). Also, I kind of dislike the idea of being boosted up to have equal stats but Ican live with that.
LoL, I'ven ever played but I have DOTA 2, which from what I researched they're similar .-.

Apb is a Gta-Like game where you play as a criminal or enforcer(police)
Its basicaly a 3rd person shooter.
There is Cash shop items and lvl and weapons to unlock etc.
But A good new player can take against a end gear lvl player easy.

A good APB player with nothing can destroy a room full of only slightly good players with everything.
Just realize that it's a little rough getting started. The people at the top are way ahead for that exact reason, and tend to have everything, as well as being far more active than the rest of the community, too. It creates a bit of a nightmare situation at times where a huge portion of the community seems way too good when that's really just the top 10% all over the place or something along those lines.

There's no duel feature (but it's being considered), so you have a point. 1v1, imo, isn't slow or boring, since the right prediction and skill timing can end a 1v1 quickly in less than 10 seconds.
APB sounds good though.
