I mean, all Ryan is doing is repeating something over and over and making it sound bad. (At least for what I saw). Biden was explaining how Afghan troops were replacing ours etc, but Ryan was saying like "We're removing troops from Afghan and we shouldn't be". Biden was giving a good response, but all Ryan was saying is the same thing. Only little segment I watched.

They're both being politicians and saying a bunch of BS, and I don't know enough about it all to know whether one is BSing more than the other. Looking at tone and overall behaviour, though, you can see that Ryan has been more civil and intelligent.
The host did a better job this time around, at least.

Oddly enough, Biden barely stuttered. He was pretty straight-forward with everything.
If anything, it was Ryan who fumbled over his words and basically repeated the same crap again and again.

That was definitely far more entertaining than the presidential debate. Biden was hilarious as expected, but not for the reasons I expected. To his credit, he did invent the "Giggle like a schoolgirl and shake your head" debate tactic.
