Basically the paper analyzes the voter distribution during the Republican primaries in 2012, Romney's race against McCain in 2008, and for McCain in 2008 general election. There is a correlation between the amount of votes gained and the amount of votes available in the precinct; the larger the precinct (more voters), the larger the percentage of votes Romney gained. This was found to be common among the large precincts regardless of location and is exclusive to the Republican party.
at the bottom of each page are the documents used as sources of the statistics.
The reason why only the 2008 and 2012 elections are analysed is because of the larger usage of electronic voting.
Of course, this is not really the appropriate evidence to call out election fraud but it was quite well studied.

I'm not well acquainted with statistics, but when I heard the description I immediately thought algorithm, and it looks a lot like it. I am neither convinced that there is a random chance for this to happen repeatedly in a certain environment (and only there) out of coincidence. This is computer behaviour, not human behaviour. Of course we could very easily control for it by making all voters vote electronically and classically, count each separately and compare the results...
The only alternative explanation for this that is acceptable is that this study is a fraud, which could be easily checked though, they even tell how to reproduce it.
This is extremely serious.

I didn't say anything about the Reps though (
that includes the other candidates anyway, and I don't really think they'd be too glad about it), and neither did the scientists conducting the study.

for example the Republican party of Indiana who were found to be throwing out voter registeration forms

it's more like there's organizations that have tables in front of store or something
and they offer voter registration forms
if any of them not register for the Republican party, then they throw those away

You don't need to register as a Republican to vote for a Republican candidate or Democrat for Democrat in the general Presidential election
