Great game. I have a little experience in Dex/Int (with a slightly magical wanderer). Early game, I'd say pick up the laito in Blightown. It has bleeding, and starts off with a Dexterity modifier of B. I'm not sure on the theory if getting it enhanced on the magic path is better in the long run (I suppose it depends on how much Int you plan on getting). It requires 14 strength and 20 dex to use.

Alternatively kill the Undead Merchant and get his Katana, bu you need a strength of 16 for that, so take your time until you have those stats.

Well, I've recently been trying to get back into Dark Souls despite my complete lack of time. I've actually been planning my own Dex/Int rapier build as I haven't used magic or piercing swords before, so I have a bunch of random info already.
Some good Dex weapons are the two Katanas already mentioned. I wouldn't suggest killing the Undead Burg Merchant for his Uchi unless you're sure you've got everything you need from him. I like using him to restock cheap arrows, so I usually keep him alive. I know people typically like the Uchi for it's moveset over the Iaito's, but that's up to you.
The Furysword, crafted using a certain boss' soul, is also a common Dex weapon as it has fire damage and works pretty well early on. It still has a B scaling in Dex too, so it's still a good weapon later on. Split damage does hurt it a bit. The Falchion is probably the best "normal" Curved Sword, as it outclasses the Scimitar in every way aside from it's weight. You could use the Painting Guardian Sword if you farm one, and that has an A scaling in Dex (despite it's awkward movest).
If you have the AotA DLC, both Tracers might be worth looking into, though I don't think either of them are amazing at what they do.
I wouldn't suggest Daggers for a first play through, they won't work well. The Balder Side Sword is usable though, if you're willing to farm it early on from the knights in the Parish. If you do want increased critical damage, the Estoc is a good choice (and you can get it right from Firelink without fighting anything) as is the Rapier if you need something light. Velka's Rapier is also good later on as it has a B scaling in Int and a C scaling in Dex.
If you want something bigger, you could always try the Great Scythe or the Lifehunt Scythe. Both require quite a bit of Str to one hand, but they have B Dex scalings and are something different if you want to venture away from swords.
I'm not so good with Catalysts, but I do believe the Tin Crystilization Catalyst and Logan's Catalyst are the only ones with S scaling with Int. The former halves spell charges though, so I'd refrain from using it unless you're going for multiple spell slots, it's more of a PVP thing where you only need a couple of casts per fight.
For the Shield, the Heater Shield is the lightest 100% physical reduction shield and is bought from the Undead Merchant, you can grab it really early. The other option is the more stable but heavier Hollow Soldier Shield. The Silver Knight's Shield you can farm later on is also a nice one if you have weight to spare, as it offers a nice range of resistances in addition to 100% physical reduction.
There are a few gimmicky Shields you might want like the Crest Shield for it's amazing magic reduction. But the only other shield you might consider using as your serious mainstay would be the Grass Crest Shield, as it offers a passive stamina regeneration effect, which is enough to offset it's 95% physical reduction (especially if you 2h a lot).
Even if you're going to be using magic, it wouldn't hurt to have a cheap bow on hand for the manual aiming capacity. The Composite Bow is nice to have on hand and it can be a decent mainstay weapon if you're stubborn.
Spell wise, you're probably going want to do the DLC for the Dark Magic, as I've heard Dark Bead is really powerful in PVE. Otherwise just upgrade as usual. The other important thing to note is if you're going to be a buff user or not. The weapon buffs only work on regular weapons, so things like Velka can't be buffed (to my knowledge), nor can upgrade paths aside from Standard +15.
Depending on how much Dex you're going to end up with, you'll probably go for a +15 if you're heavy Dex and/or using weapon buffs. If you're only going moderate (~20) into Dex and heavy (~40) into Int, and don't plan on buffing, then you might want to use an Enchanted +5 weapon. Certain weapons only go to +5 and don't have alternate paths though, so look into those when you pick a weapon.
Ring wise, you're probably going to lose one slot to either the Slumbering Dragoncrest Ring or the Bellowing Dragoncrest Ring. The easiest options for the 2nd slot are the Ring of Favor and Protection or Havel's, though that's based off making sure you stay below 25% equip load in order to keep fast roll. If you can do that without needing either the RoFaP or Havel's, you can try using the Dark Wood Grain Ring, which speeds up your <25% roll. If you're going for an Estoc/Rapier build, then the Hornet's Ring is also an option. If none of those fit your tastes, you can just slap on a Wolf's Ring and get all the poise you'll ever need.
There's 2/3 points in the game that you'll probably want to switch rings though, and that limits the RoFaP quite a bit.
Nothing really of note for armor, I just suggest using what you think looks good. I would suggest getting the Crown of Dusk for your headwear though, as that offers a 20% or so boost to your magic damage, but also weakens you to magic by 20%. Most enemies don't use magic though, so it's usually a good trade off. The other headwear that boosts magic attack is much harder to get, so I don't suggest it.
As for stats, it's not really suggested to push Dex over 40 as that's where you start to get diminishing returns. It also does increase your cast speed a bit, but only by about 10% at this point. Int is about the same at 40, but you can push it as far as 50 if you want. Attunement is something that varies from person to person, most people seem fine with 5-6 attunement slots though. It's 19 Att for 5 slots and 23 for 6, use one of those two in my opinion. Endurance stops providing Stamina at about 40, but it still increases your maximum load. If your intended armor set still isn't below 25% when you're at 40 End, I'd suggest rethinking your setup or changing your rings around to incorporate Havel's or the Favor and Protection. Resistance is always useless, ignore it. Fai/Str aren't for your build, so ignore those.
Anything spare gets pumped into Vit. A lot of people seem to like having 1.5k+ HP, but that requires quite a Vit gouge build which will limit your other areas. It's up to you if you want to Vit gouge early or later. If you're interested in PVP, most people like SL100 and 120 for it, so build your character around that.

It only takes around 40-50 Large Arrows to cut the tail off now.

Back when I played... max upgraded Lightning Uchigatana > everything. All you needed was 14str/14dex and pump the rest into your stam or health. Good to go for a normal game, new game + and probably til new game +++.

Elementals got hit with the 1.06 update, they're weaker by about 10% now. They already lost to +15s with 40 in the respective scaling stat before the patch, now they're even weaker.
They've also always suffered from split damage. Since they do two damage types (elemental + physical), the enemy's elemental defenses and physical defenses get applied to the attack. With a lot of bosses actually having strong elemental resistances (specially the DLC ones), it's actually not desireable.
Not to say Chaos/Lightning weapons are bad now, but they're now weaker if you do plan to spend heavily in Dex/Int. They're unbuffable too. With the typical cap of SL120, you still have plenty of space for Dex/Int/End in addition to Vit. Nobody really pushes End over 40 and most people only seem to go to 50 Vit at most (and that's already 1.8k HP).

Just cleared Sen's Fortress, wanted to ask again about coop.
What's the average wait time for a summoning? As in, if I were to put down a summon sign near say, the Golem, how long would it take under ideal conditions.
Also I got both the Iaito and Balder Side Sword. I managed to do startling 30s with the BSS on another balder knight.

EDIT: also is there any reason to get six attunement slots?
The fact that I have an uneven amount of pyromancies and sorceries is irritating.

Lightning+Magic got nerfed :(
