It is very useful in wasting in money, but it is slightly better, in terms of not wasting money, than dropping the finished item on the floor.
Most of the time, you can sell the stuff at a price that is much greater than the price of items you get back from fragmentation.

I have discovered that fragmentation is useless for Blacksmithing. For the majority of the items, you do not want to finish them, such as Pelican helms and most high ranking weapons like Warriors axe. This is because they take valuable leather to finish. The cost to finish the item is greater than its actual value. The items you do finish can be sold off. The exception is very early ranks of Blacksmithing, where the items dont have much value.
Fragmentation at its current cap of rank 6, does not give enough success rate. Even with enchants, Royal Alchemy title, r1 alchemy mastery and saturday + rain, you are looking at 50-60% success rate for most items maximum. To make matters worse, the range of materials returned is always less than the amount you spent making it. And the range starts at 0!
Heres an example
Light Melka Chain Mail Fragmentation success rate - around 50-60% or so.
On success, you get 0-9 common leather straps, 0-9 iron ingots, 0-1 common fabric. It is possible to succeed and get like, 1 common strap only.
But wait, on average, light melka chain mail takes around 15 common leather straps and iron ingots. Chances are, you are going to get very little of it back. Its much easier to sell the armor.
On a final note, even if you wanted to, you cant fragment items that are higher than rank 6.

You can't frag pelican protector or warrior axe anyways since you can buy those from the npc.

Wow, using this guide, I might actually start ranking my smithing. I got to rC and gave up because it seemed so endless, but with actual estimates on total materials needed, I might go for it again.
Also, I'm not sure if it was a typo of if the in-game listing is wrong and you put it intentionally, but Rank B training lists Gauntlets instead of Greaves.
An excellent guide though, and like I said, I think I'll get back into my smithing.

A note for rank A: It may be easier for the Great Successes to use Leminia's Holy Moon Armor (F). Cost is only 5 iron and 4 fine leather (not straps) and it's only a Fine Fabric to finish. I'm not exactly sure where to get the manual though, I just came across one in my inventory.

But your better off not doing great successes at all, and just make Light Melkas, which not only are easier, but only need common leather straps.

For Rank B, you have it still saying in the requirements Gauntlets.
