From what I can gather it's unlocked at certain difficulties after killing certain bosses. I've heard that Stoneshell unlocks from killing Stoneshell in the 50-69 bracket, and that Avenger weapons unlock after defeating Lakiora on 50-69, but I haven't actually done it myself so I can't verify.

You just have to complete missions from the S2 docks to collect recipes. These missions can be as fast as just defeating the first boss you see, and then finish the battle.
You get different recipes at the end of each mission depending on the difficulty you chose and which boat you chose.
