Like, when I want to restart my router I typically have a belkin page
but I switched to AT&T and I can't get to that page anymore

If you want to reset your router there is a button on the router that will probably wipe all data and then you insert the router disc into the computer and configure all the settings. Did AT N Tittie give you a new router completely? Cuz all routers are different they never have the same page. My Netgear router compared to my Apple Router has completely diff pages

Start > cmd > ipconfig
Look for the IP listed as the Default Gateway. That's your router's IP.

I didn't, I typed in the IP I always type in for my router and that page showed up when I switched to AT&T

192.168.1.254 is usually the IP of the NAT sever on a Class C network in which the NAT sever , DHCP sever and Internet proxy are usually inside of the Router which then leads to the modem sometimes integrated most times not. Yes that page which you showed was a AT&T page but that also looked like the first page for my home router when i type that in.
What are you looking for that you need into your router as most client side networking is done on the local computer without need to go into the router at all.
