It's a setting that affects how some programs handle languages. I dunno about Mabi, but I've known some foreign games to not run properly without changing that setting. Like various Japanese games that need the locale set to Japanese, etc.
In Win 7: Region and Language > Administrative tab > Change system locale...
Although what Herro said is probably the issue at hand. :<

Main client. Installed test without problems. No, I do not have NA installed, though it was when I was downloading the KR installer.

Weird, that fixes it for me.
Also, just in case, make sure that you right click -> run as administrator and not simply set it that way in the file's properties. If you're seeing UAC, then it's working.
If it's not that, maybe try a clean reinstall or check that they're not currently in maintenance while you're trying to log in.

I'm actually trying to install it from the 2gb download file thingy. I do right click --> run admin.
Oh well, doesn't matter much.
