Would this be correct for footnote citations?

I'm just really confused. If I'm citing montesquieu from his book that is published and translated online, who do i attribute, Montesquieu, or the translator/publisher?
Sorry I have googled countless guides but none are really what I am looking for. A lot of them say "blahblah is optional, refer to instructor" then dont explain at all.
Thanks!
