ZUN has official manga so why not the occasional OVA?
An anime would mean 12, 25 episodes revolving around a small number of plots, OVAs could cover one plot per video.
If ZUN did have an animated video for touhou though, it would be completely different from what fans would do because fanmade touhou stuff is filled to the brim with inside references and jokes.

Except there's so much fan art and doujin work on Touhou that most people who initially get first impressions from Touhou will ask what anime it is or something along those lines. The games themselves aren't very relevant anymore. Fans of Touhou aren't necessarily fans of the game but fans of the character and the culture that surrounds them. When I think of touhou, I don't always think of the games first, it's usually the music and the characters.
