thats more of a hack then a mod .-.
what about stuff that only changes the cosmetic of things with out altering the gameplay in any way ?

You can definitely talk about modding.
It's just that you're not allowed to share them, or put names of them in any form.
Go on some of my posts; I share screenshots of my modded pack files, but I never share them publicly.
