Decent CPUs;
Intel: Any of their "i" series processors. (i3/i5/i7)
Core 2 Quad (older)
AMD:
Phenom II X4 (older)
Phenom II X6 (older)
A8 series processors
A10 series processors
FX-6xxx series processors
FX-8xxx series processors
RAM: 4/8/16/32Gb. Anything less than 4 is below standard currently in a PC, and anything which doesn't follow the doubling standard has unbalanced RAM, and as such is in all likelihood a less stable system.
Though, you should check if there is a Microcenter near you, they sell PC components should you be interested at all in building your own. (they are a nationwide chain) And bestbuy sells a good majority of the parts and will pricematch newegg.
For that PC, i would recommend getting balanced RAM and put in a new graphics card and power supply, but after that it would be a decent system.
Without upgrading the components, this would probably be a better system for gaming, and comes with an IPS monitor (Which is an awesome deal if you're not a hardcore gamer);
