Also if it can can it run them at max settings without any thing turned off because the OS doesn't support it anymore? ( yes i know the graphics are mainly dependent on the Graphics card for Vindictus but DirectX 11.1 is different from DirectX 9c )
really the last actual graphics update to DirectX was DirectX 10 with 11 and 11.1 being for performance updates but they still changed 11 APIs and added in 3 APIs in DirectX 11 from DirectX 10 so i am just wondering as i have heard it does and i have heard it does not.
so i am asking b/c i am getting a new computer for christmas and i want to be able to play Mabi and Vindictus on it

You HAVE to run them both through Steam to run Mabi and Vindi. Period.

In theory, Windows 8 x64 will run Mabinogi and Vindictus just fine. In practice, when I tried it, I would get HackShield Speedhack errors sometimes, which was quite annoying. This was before Windows 8 was on store shelves though (yay MSDN), so both Windows 8 and some drivers for my hardware may have improved since to make them more compatible with garbage like HackShield. The NA client also has no official support for Windows 8 yet, but some overseas clients have gotten it recently. I'm guessing they updated the client and/or HackShield to be more compatible with Windows 8 over there.
PS. You have no idea how DirectX works. :P
