Aeselli stated a while ago that no free slot would be given for Vella's release so your only choice for a free Vella is either to make a new account or delete a character. Deleting a character takes 7 days tho.

Definitely making a new account. Kinda silly that they introduce new content but don't provide veteran players the same means of experiencing it as they did with previous additions. Hell, even if you had to have a lv70 character, I'd just grind the shit out of my Lann to get him up there for the duration of the promotion. I like to have all my characters in one account unless they're mules.
