Its automated.
All buildings that are on fire will begin auto repairs. The fire is put out to prevent additional damage and the building will be repaired to 50% by itself.
Oh, no wonder. I guess the repair rate is pretty slow or something because I never really seen it happen. My building that have that low life usually are pretty much dead because something is pounding on it hard.

I prefer automated refineries over double scvs. Not only do I save some money and supply which can go to making a slightly bigger army but it is useful from the start of your mission to the end of your mission as long as u need gas. Double scv is only really needed early game when u have not saturated your mineral fields and once you have it is completely useless. Saturating your mineral fields isnt really that hard if u have scvs in constant production.
Having automated refineries will save you 6 scvs, assuming there is only two refinaries. That is 300 minerals and 6 supply. Double scvs isn't only good at saturating mineral fields. It is also good if you need a lot of scvs to do repairing. It is also a really fast way to start up an expansion as well. Saturating your minerals fields isn't hard without the double scvs, but it will take almost twice as long without it. Automated refinaries becomes useless when you have enough scvs (6) working on the (2) gas already. In early game, you often need minerals more than you need gas anyways.
Oh, throughout most of my missions, I usually keep making double scvs until the game ends. There is always a use for the extra scvs, and I rarely sit around long enough to get near the 200 supply limit. The only exception is All-in, where I am forced to sit around long enough to get that much supply.

Also I'm curious. In All In, if ur killed the nadyus network, the giant leviathan from shatter the sky attacks you at one point. Does the giant queen from the worm mission attack you if you took out their air units?
From playing All-in normal and hardmode, there is no giant queen attacking you in the Nydus version of All-in. Just mass Nydus with a bunch of ground zerg everywhere.
However, I have yet to play Brutal All-in, so it might be different to make Brutal difficulty actually more brutal. I haven't heard about it from others though.
