I'm doing the Malina Mainstream quest for this boss and its impossible.
So far my best bet has been charging up SP gauge to full then launching magnum followed up by spammed Gale Kick+Twister Kick, the managed to bring him down to his last bar of health, but he still managed to incapacitate me.
Is there any secret to soloing him? His range is huge and its really hard to charge any special moves with his relentless AI...
I'm a level 25 Kai.

Just spam your shortbow, it has decent DPS. Don't feel pressured to use your kicks/SP smashes if you're unfamiliar with the boss. You should be able to get a free Arrow Storm off if Kielu is just rolling around though. Kielu sort of defaults to rolling around you. Might make it annoying to shortbow spam, but should be doable. The rolling jabs tend to miss anyways, so it's not too bad.
There are two variants of actual spear/staff attacks. The first uses the golden snake part, which is just a single jab and can be dodged through with a single dodge. The other one Kielu spends a bit more time readying, and uses the spear head to jab first, then goes into a jumping slash. Your best bet is to dodge twice, or Dodge Grapple if you're not confident.
The other default thing Kielu will do if you're not in range is throw a projectile at you. Just dodge to the side and resume shortbow spam.
Don't know if he has the worst move at the lower level brackets, but if Kielu roars and the screen shakes, it's going to do the triple snake tail spam move of doom and despair. But you can dodge it at lower levels just by running, you know when it's coming when a dust circle appears below you. The other way to do it is dodge into Dodge Grapple with some distance to allow the Dodge Grapple to avoid 2 tails.

I know how to avoid is attacks and such, but the problem is his relentless AI and the somewhat small small and convoluted map structure. Its ok to dodge projectile and snake tail attacks once, but its hard to dodge it when Kielu spams it. Then I'm just caught in a cycle between drinking pots and dodging (His attacks to 400 for the projectile and 600 for the snake tail, so basically any 3 hit combination of the 2 that hits successfully will kill me). I can barely get any arrows in, and even when I do, sometimes I'm to far away for my shortbow to do anything.
I guess it's all about timing. But I'm too laggy for that... My cousin managed to do it, but even when we party together we havent been able to beat her again.

The thing is aside from knowing how to dodge specific things, there's no other way around it besides to do it long enough and consistently enough to completely drain the boss' HP bar. There is no secret easy way, it's just practice and timing as you mentioned. Try to keep Kielu on the larger, flat areas for some consistency - though you can use the slope to make some of the attacks go over your head.
I mean you do get the option to trans and stim later on, but that's really the only "easy way" out.
Alternatively, come back later with better gear. The level bracket is like 8-29 or 39, and just coming back with better weapons and armor is always a valid option.
