Compleeeeeetely changes at lvl 60. As in, the majority of their content development is geared towards the end-game. As in, basically all of it.

You haven't really played Tera until you play level 60 Tera. The game changes a lot and the content is generally more fun.
Though nothing really beats the first few magical hours of playing an mmorpg blind and not knowing anything and just simply enjoying your surroundings.

Yeah, I'm re-downloading this now that it's going to be F2P, meaning more people to play with. Before, I was like level 20 when everyone else was up around 60, and I got tired of the standard linear (go here, kill this x amount of times, collect y things from slain monsters, report, move on to next person, ad nauseum) questing. I won't deny fighting and soloing my first BAM was pretty awesome, and getting annoyed at how "strong" dungeon monsters were for your level, making it a chore to solo, but eventually it just became less important in my mind to play, and I slowly stopped playing until it got to the point that it became a chore to even log in, and when I did, I was extremely rusty and got hit constantly by regular mobs, even when before I could clear an area and only get hit once, because I wasn't paying attention behind me when a monster spawned just out of view of me and aggrod. So in the end, I just uninstalled it, since it was taking up quite a bit of memory to just be sitting there if I ever got the urge to play it again.
But now that there seems to be more interest in the game again, I may as well start over with other low level/new characters and work my way up again, though it might just end up as before and I find something else that catches my interest and I go to play that instead.

There are too many hotkeys. It's not impossible, but it'll be annoying. I tried it and hated it.

I use 1~0 + F1~F12 and then some of the side bar. But I'm literally prepared for every situation so its a little overkill.
At the very least you'll want 20 inputs, excluding movement and aim.. And also to be fair you shouldn't be playing mmo's with controllers.

It also depends on your class. A berserker, for instance, does not use as many skills as some others.

Berserkers just choose not to use all their amazing awesome skills.
It took so many parties up until like level 58 before I found out zerkers can freaking cast an aoe fear that lasts longer than fiddlestick's.
I didn't know until I did a pvp at level 60 that zerkers actually have a massive move speed buff that lets them zip through the field as fast as capped mounts while charging.
Like seriously. Zerkers what the hell. Use your skills.

They don't get the massive movement speed buff until near the cap. The AoE fear is ~30, I think, but has a pretty long cast time and the range isn't as good as most escape moves...so...
Great for PvE and mass battles, not so much for duels.
