The softtoday site has no report function I'm aware of.
I've filed more than 3 reports to the gamersdl, with no response or action. All comments I posted got deleted.

If it bothers you that much and they won't take it down, then you can contact whoever hosts the website for those sites. It's against most hosts' TOS to put up others work without permission.

Or for a more serious option, put the texture pack in with a txt/PDF/Word/etc. Doc that says this texture pack should only be downloaded from PlanetMinecraft. And if it was downloaded from any other website, that its a stolen version that might be outdated or something.
Make sure that the user has to unpack the ZIP file before they can copy the texture pack to their textures folder.

Then at least responsible players would know where to acquire the non-stolen version.

This. Most webhosts don't want to deal with any sort of copyright disputes at all, and have a no-nonsense policy about putting stolen work on sites they host.

The softtoday.net site is hosted by HostGator while GamerDL seems to be hosted by FTP Telecom. Might be able to get HostGator to do something, but since FTP is apparently Vietnamese, you might have some trouble there...
