Yesterday it was 18 degrees, since I had my window open and it's winter. So there's definitely something wrong.
It's 30° C where OP is at, so I think that ambient temperature also plays a huge role in his current CPU temps.
Look at this:
http://www.overclock.net/t/837389/effects-of-ambient-temperature-on-cpu-temperature
The CPU temp difference is huge when you compare 28° C vs 22° C.

even during the summer (30+ here) it wouldn't top 65 on skyrim. I set up my fan software to max out and give alerts at 65 and it hasn't happened yet.
Graphic card on the other hand is always reaching 70 - 80, it's a nice foot warmer in the winter but in the summer I end up limiting my gaming :(

What temperature should I really be monitoring? 'CPU temp' is ~50º idle, while the cores are usually around 10º higher.
Ordering a new fan anyway, don't have any thermal paste so I can't really re-seat the current fan.
(CoolerMaster Hyper 212 Series [EVO being the only one I could find] as recommended previously in this thread. Unless someone can recommend others around that price range)
On a side note, my graphics card never reaches temps like those in summer...though it does have 2 fans on it (currently set to 100% in CCC for summer :P)

Unless they reach the 90's, they're fine. Even at 90c, it's still not THAT bad, but by then, you should try to find some way to make them cooler.
95 is when they throttle, so pushing 90+ is
really bad.
You should try to keep it as low as possible. You should always be trying to lower it within your means.

Ordered the CM Hyper 212 EVO today (+Arctic Silver 5 Thermal Compound, as it's always being recommended). Should arrive tomorrow (somewhat local store ;D), hopefully I can solve this ;)

the Evo is LOVELY. I had it for awhile and it kept everything under 70 with prime95 and burn test (on full load) on my 2700k

My brother helped install the new cooling systems on my computer. My old computer would heat up quite a bit (not as bad as yours though) this new computer is set to automatic with a display on the outside casing itself.
Idling runs at 20ishC mabi makes it hang steady at 37C (the highest out of all my games, GG mabi)
However fan isnt running at max and i have a very effective cooling system,
You should probably see if dusting or servicing your fan will help. Or maybe check to see if you overclocked it at all. (Yes i read the thread completely, but even then i had issues with this even after i checked)
Also maplestory is a huge CPU hog for the same reasons as mabi. However running both maple AND mabi at the same time still yields a 37C result, graphics card however lights up like a christmas tree if i run 3-4 games at once.

;( Well it didn't arrive today, doesn't help that the store didn't give me a tracking number. (not buying online through them again cause of that ;P)

New fan installed, temps are MUCH better :D
37º CPU at startup, ~45-50º per core. I'll keep an eye on it, but I think I'm in the clear ;D

You should still test it out rather than just assume everything's okay. Load up Prime95 again and keep an eye on the temps as you leave it running for a while.
