  Except at the beginning of Best Wishes they reintroduce him again as 10. Best Wishes, as enjoyable as it's been, has been wiping its ass with continuity all throughout both seasons. Ignoring that Pikachu, even without his electric attacks at the beginning, should have been strong enough to wipe out any starter Shooty chose with a Quick Attack or Iron Tail (which did not happen), there is still absolutely no excuse for that Koffing Pokedex fiasco.
  
  I've just decided that in order to prevent hurting my brain, I will treat Best Wishes as a trolling AU series that keeps listing reasons it should not be considered canon then boldly saying to your face that it is canon because older characters keep popping back up.

  The difference was that Lt Surge fucked up his Raichu by evolving him too early, making him not learn speed attacks. Then Pikachu won purely by using speed attacks.
  
  The Raichu they fought this time was just as fast as Pikachu, but being the evolved form it put out more electricity. I forget what plot device they used to win.

  Outside of team rocket i didnt like the series much. I feel like ash is not gonna be anywhere near as strong as he was at the end of Diamond and Pearl seeing as hardly any of his pokemon had been fully evolved by the end of his 8th gym badge, I felt like they rushed it like crazy (maybe in the anticipation of Y and X comming out). and the animations during battle (while flashy) just seemed like they copied and pasted the same animation over and over. And on top of that most battles end after one oponnent lands 1-3 moves. Or maybe I was just spoiled and expect too much from Ash. I loved the amazing battle he had vs Paul. >>

  He was a semi finalist in DP, a finalist in the jr league in BW, and he's pretty far in the BW league so far. He's well acquainted with both DP and BW's champions. Like, he's really getting there.
  
  But they've shown over and over again that regional league participants and champions league participants pretty much live on a different scale of abilities. Being able to take out all 6 opponent pokemons using only 1 or 2. Ridiculous mang.
  
  Honestly, it feels like Ashe's fate to always get REALLY close and then fall short one or two steps. How else are they going to keep the series going?
  
  The reason why Oshawatt wont evolve is because his entire role in the series is to be cute.
