Steering: FALSE. You go slower with any steering.
Stam: FALSE. Zero stam doesn't effect anything. Except for WM, obviously.
You shouldn't steer at all. BTW, even without steering, you don't go into the waterfall.
Only way to fall down waterfall is with steering towards it.
Eight people: TRUE. -1 person equals autofail.

At first, no, but as they nerfed the event, 8 was REQUIRED to finish in time
Since they didn't change the rewards, I'm guessing the properties of the event is also the same

1. If you're not used to the event, then only one person should steer, and that's just to avoid going down the wrong path and going down the waterfall. After a while and you know what you're doing and you're in a party with someone else that knows what their doing, then you should have two to help cut corners. Any more than two is overkill and you can find yourself running into a wall.
2. Only for the WMer. If you're just a rower, then unless you got hit, keep rowing.
3. Except for to make sure you don't go down the waterfall or glitch so that you raft on land, steering isn't really necessary unless you absolutely know what you're doing.
4. Same thing, you know what you're doing and can cut the corners, then go for it, if not, just let the river carry you to the finish line.
5. It can be done with 7 people if steering is kept to a minimum, only the WMer stands up willingly, and you can grab the oars quickly after getting hit. 6 is pushing it if the entire party knows what they're doing, but I haven't seen or heard of a 5 man party finishing in time.

To reiterate.

If the warrior hobgoblins are not jumping as much (channel glitching) and you have a good party, no steering is even needed.
However steering allows you to cut corners and move to safer areas in the river.
The reason people say "one person steers" is because it is more effective for one person to navigate the whole river himself since there will be no interference.
If two people are not coordinated, steering becomes an issue.
However having two experienced people steering the boat is how people set records.

Only the windmill user needs stamina for killing warrior hobgoblins.

Yes, the only exception is if your party is way ahead of the time limit and someone DCs a little before the finish.

if you don't steer your minimum time will only be 7:45+, to get under 7:45 (7:2x~7:3x) you need to cut corners where necessary and steer towards the faster flow. only do it if you know what you are doing though...
steering better also means you can take on more goblin attacks/loose a person and still get under 8 minutes. on harder (unpopulated) and AI buffed channels you might need to steer to win.

- If the person steering knows what they're doing, it really doesn't matter. I use steering to cut corners when I'm not rafting with friends. It has never slowed us down.

- If you want to get out of the range of the first set of hobgoblins, it's fine. Although someone might still get hit once or twice.

- I cut the corners at the end, so I don't see why it would hurt.

- Like Intex said, if your almost there and someone d/cs, there is still a chance you can make it. Otherwise, you need 8 people.

I don't think anyone's mentioned this, but you get a speed boost when you have 8 people rowing, that's why you need all 8.
