My quest log on my main character must be clean, or it feels awkward.
My mules though, have a lot of those quests everywhere.

On the characters I rarely use on my account, yes. But none on my main. I like to keep that as empty as I can.

I keep some of them around so I can be lazy and just alt+click on the quest marker.
Don't have to click so much to get to places that way!

I still have some odd quests like the advancement tests one to do that, i usualy clear out event ones that dont help at all every few months.
